BOARD REPORT

USA Wrestling

September Board of Directors’ Meeting

 

 During the 2008 National Convention, the National Kids/Cadet Council, National Junior Council and National Coaches Council passed recommendations that were submitted to the USA Wrestling National Council of State Chairpersons’ for approval.  Also during the year, the National FILA Junior World/University Council met at FILA Cadet/University National Championships, and the JOWC met throughout the year to provide additional recommendations included in this report.  In addition, the National Council of State Chairpersons’ also proposed additional recommendations for consideration for the USAW Board of Directors.  This report is now submitted to the USA Wrestling Board of Directors for final approval.

 

The report below is comprised of the recommendations APPROVED AND ADOPTED by the USA Wrestling Board of Directors related to USA Wrestling’s grass-roots programming.  These policies have an effective date of September 6, 2008 unless otherwise noted.

 
 

I.                   Recognition of Award Winners.

II.                Recommendations:

 

1.         Kids Division Age Group Terminology:

 

                     That the “Midget Division” name be changed to “Intermediate Division”.

 

2.         Pairing Rule Modification:

           

In the case where two wrestlers are eliminated in the same round, the bout between them, if wrestled prior, shall determine which of the two wrestlers advances or is placed higher, depending on the circumstances.  If the wrestlers have not met earlier, the criteria as currently used to determine the wrestler that advances or places higher shall be used.  In all cases of three way ties or greater, the criteria and procedures currently used shall determine the outcome of the placing or advancement of athletes.

 

3.         National Duals Team Penalty Point(s) Rule for all USAW Developmental Age Group Dual Championships:

 

Deduction of a team point(s) for any wrestler disqualified for brutality or flagrant misconduct.  This does not include disqualification for 3 cautions.

 

   1 Team point if disqualified from match.

            3 Team points if disqualified from tournament.

 

4.         National Duals Bracketing Format and Dates:

 

            a.   Consolation Bracket:  The 3rd and 4th place teams from the A, B, C, and D pools shall be placed in an 8 team single elimination line bracket, and placed in the bracket starting from the top in this sequence:  A3:B4; D3:C4;C3:D4;B3:A4.  All remaining teams shall be placed in single elimination 4 team brackets.  The 4-team brackets will be, comprised of the 5th, 6th and 7th place teams from the pools, respectively,  place in this order: A:D and B:C)

 

            b.   Dates of National Junior Duals:  That the USAW National Junior Duals shall be completed by July 1st of any given year.

 

5.               Mouth Guards:

 

That the USAW Sports Science Committee thoroughly research the use of mouth guards in the sport of wrestling, and if use of mouth guards leads to reduction in injuries to athletes.

 

6.            Floor Passes for Cadet and Junior Division National Championships: 

 

That the ratio of coaches floor passes to athletes be set at one coaches’ floor pass for every three athletes entered, up to the Pool Finals, per style, and that a special seating area be established for coaches to assist with floor control issues.

 

7.            Separation Criteria for Junior and Cadet National Championships: 

 

                     That an additional level of separation be documented in the rule book, which indicates            that all returning National Champions be separated first.

 

8.            State Association Rankings:   

 

A wrestler shall lose his/her state ranking criteria if he/she miss weight and moves up to an available slot at the next weight class.

 

9.   Athlete Transfer Policy:

 

                              An athlete may change his/her State Affiliation once per membership year if the State                               Chairpersons from the State Associations in question both agree to such transfer of      affiliation.  If either State Chairperson rejects such transfer, the athlete must wrestle for           the state in which he/she is considered a resident by USAW Policy.

                 

                  Any appeals of such decisions shall be handled according by the appropriate age group                   division.

 

10.             Women’s Junior Division National Duals:

a.      USAW shall organized and conduct a Women’s Junior Division National   Duals (WJDNJ).

b.      Any State Association may enter a team(s) into the WJDND.

c.             Draw Teams will also be formed to compete in the WJDND by creating teams from those women athletes that desire to participate in the WJDND, but are not affiliated with a recognized State Association National Dual Team.

d.            Draw teams shall be made by random draw of athletes per weight class.

e.             Draw teams must be comprised of at least 7 weight classes to be able to participate.

f.             Only one athlete per weight class can randomly drawn for development teams.

g.            Draw Teams shall be eligible for all individual awards.

h.            Efforts shall be made to include as many athletes as possible in these National Duals.

i.              USAW National Staff shall develop guidelines and procedures for the identification of eligible athletes, the random draw of developmental teams, entry fees and any other procedures necessary to conduct the WJDND.

 

11.                          Two Year Coach/USWOA Membership Card:

 

Beginning with the 2009-10 USAW Membership Year, a two-year Coaches membership and a two-year Officials membership may be sold, which must coincide with the background check process.

 

12.                          Cadet and Junior Division National Championships Separation Process:

 

That the “out of style” language in the Cadet and Junior Division National Championship’s separation criteria include Folkstyle competitions.

 

13.             Schoolboy/girls Division Weight Classes:

 

                  The 235# weight class be eliminated and replaced with a 265# weight class.

 

14.                                      Cadet Division National Duals Separation Criteria:

 

                  Only the top three place winners from the Cadet Regionals shall earn seeding criteria   for the National Cadet Duals.

 

15.                                      Qualification for the Kids National FS/GR Championships:

 

                  That the National Council of Kids/Cadet Directors address the issue of qualification for the FS National Championships, and have a prepared motion for action by the State Chairpersons for 2009.

 

16.              USAW National Coaches Education Program:

                 

The following items were tabled until fully reviewed by the new NCEP Manager:

 

1.            NCEP Certification be printed on Coaches Membership Card

2.            That the NCEP Bronze Level Certification courses be provided online in a module format.

3.            That the NCEP Course work be certified so as to provide college credits.

4.            That USAW continue to conduct coaches seminars and clinics in Colorado Springs to enhance coach’s education.

 

17.                          JOWC Volunteer Awards Program: 

 

USAW Staff and JOWC members will develop and implement a program to recognize key state leaders for their accomplishments and years of service.  Details on the program will be forthcoming.
